SUMMARY OF DEATH
Eight-year-old Dametrious Wilson was beaten to death by his great-aunt and legal custodian, 61-year-old Susan Baffour, at their apartment on the 1900 block of Ulster Street in Denver, Colorado, on the evening of June 2, 2022. Baffour beat the child with a wooden back scrubber; she told police she had "spanked" him the night before. When emergency responders arrived the following morning after Baffour's 911 call, the child was in rigor mortis with welts, bruises, and blood on the bed. Dametrious and his older sister had been placed with Baffour through Denver Human Services kinship care in 2017, and she was subsequently granted allocation of parental rights. The child had missed 60 days of school during the 2021-2022 school year, but the school did not report the absences to child welfare. Two prior reports about the children had been screened out without investigation. The older sister was present in the home and had been forced to witness the abuse. Baffour was arrested and charged with first-degree murder and child abuse resulting in death.
Contexts/Conditions

Is there any mention of child drug ingestion or overdose?

Is there any mention of a drowning incident (either intentional or accidental)?

Is there any mention of a firearm incident?

Is there any mention of inappropriate supervision (e.g., child wandered off and drowned)?

Is there any mention of inflicted injury? (e.g. slapped, punched, kicked, choked)

Multiple sources confirm inflicted injury. The 9NEWS article (document 3) states Baffour "told police she spanked Dametrious the night before." The 9NEWS article (document 4) states "he was beaten with a wooden back scrubber by Baffour." The initial 9NEWS report (document 2) notes "firefighters noted the victim was in rigor mortis, had welts and bruises on his body." The fatality report identifies "beating the younger child so severely for mundane issues" and "excessive physical punishment occurring in the home."

Is there any mention of malnutrition, starvation, or dehydration?

Is there any mention of medical neglect?

Is there any mention of a motor vehicle crash or incident?

Is there any mention of a murder-suicide incident?

Is there any mention of outdoor elements (including hot car deaths)?

Is there any mention of prenatal substance exposure (including fetal alcohol syndrome or neonatal abstinence syndrome)?

Is there any mention of sexual abuse?

Is there any specific mention of shaken baby or abusive head trauma?

Is there any mention of prolonged abuse or torture (including restraints, captivity)?

The fatality report describes a pattern of deliberately cruel treatment. It states there was a "disconnect between the aunt's comfort level with beating the younger child so severely for mundane issues under the guise of loving the child." It also describes "excessive physical punishment occurring in the home." Additionally, "The custodial aunt forced the older child to watch the abuse that killed the younger child. In addition, the children were forced to go on the shopping trip where the custodial aunt bought the items used to kill the child." The custodial aunt also "isolated the children and kept them from seeing family members who wanted to be involved in their lives." This pattern of severe beatings for mundane issues, forced witnessing of abuse, deliberate procurement of weapons in front of the children, and isolation constitutes prolonged, deliberately cruel treatment.

Is there any mention of an unsafe sleeping environment?

Individuals Involved

Was an adoptive parent or guardian involved in the death?

The 9NEWS article (document 4) states "When Baffour was granted allocation of parental rights in 2017, no additional followup was required by DHS under current state law." The fatality report states the custodial aunt "had custody of them." Allocation of parental rights (APR) in Colorado effectively transfers legal parental responsibilities, making Baffour a legal guardian/custodian. While she is not an adoptive parent, the APR grant means she functioned as a legal guardian over both children.

Was a biological father involved in the death?

Was a biological mother involved in the death?

Was a day care worker, babysitter, or nanny involved in the death?

Was a female paramour or friend involved in the death (e.g., girlfriend, stepmother)?

Was a foster parent involved in the death?

Was a male paramour or friend involved in the death (e.g., boyfriend, stepfather)?

Was another adult relative involved in the death? (e.g., grandfather, aunt)

Susan Baffour was the children's maternal great-aunt. The fatality report states "The children lived with the maternal great aunt (henceforth the custodial aunt), who had custody of them." The 9NEWS article (document 2) confirms "police have not released any additional details on how the 8-year-old boy died but said Baffour was his great aunt." She was arrested and charged with first-degree murder and child abuse resulting in death.

Was a sibling involved in the death?

Child Characteristics

Was the child adopted?

Was the child homeschooled (including "cyberschooling") or taken out of school?

Was the child in foster care at the time of the incident?

Was the child living with relatives at the time of the incident (but not parents)?

The fatality report states "The children lived with the maternal great aunt (henceforth the custodial aunt), who had custody of them." The children were not living with either biological parent. The mother was experiencing homelessness, the father of the older child was incarcerated, and the father of the younger child was not a custodian. The children were living with their great-aunt.

Is there any mention of a neurological developmental child disability? (e.g., autism, intellectual disability, nonverbal)

Is there any mention of a physical child disability? (e.g., feeding tube)

Is there any mention of prematurity or low birthweight?

Is there a history of child protection reports prior to death (for this child or siblings)?

The fatality report states "The children were involved in two prior child welfare cases with concerns regarding domestic violence between the mother and the father of the younger child, the mother's mental health, and the mother's alcohol abuse." The 9NEWS article (document 3) states: "Two previous reports made about Dametrious and his older sister Noelle were screened out meaning they were not investigated any further. One was in November 2019, and a second was in October 2020." The 9NEWS article (document 4) also confirms: "After their placement, DHS was contacted twice about concerns related to at least one of the children... Both complaints were screened out for not meeting the criteria of abuse or neglect."

Does the child have a history of foster care (but not in care at time of incident)?

The fatality report states the children "were ultimately placed into kinship care when the parents were unable to complete their treatment plans." The 9NEWS article (document 4) states "When Baffour was granted allocation of parental rights in 2017, no additional followup was required by DHS under current state law." This indicates the children were in kinship care (a form of foster care) before APR was granted in 2017, after which they were no longer in the formal child welfare system. At the time of the incident in 2022, the children were under Baffour's legal custody via APR, not in foster care.

Is there a history of a sibling death (separate incident from this death)?

Parent/Caregiver Factors

Was an adult charged or arrested for the child's death?

The 9NEWS article (document 2) states: "Baffour is being held for investigation of first-degree murder and child abuse resulting in the death of a person 12 or younger." The 9NEWS article (document 3) confirms: "She's since been arrested and faces charges of first-degree murder and child abuse in connection to his death." The 9NEWS article (document 4) states she "was arrested and charged with murder in the case. She's pleaded not guilty and is set for trial this summer."

Is domestic violence by the parent/caregiver referenced?

The fatality report explicitly identifies domestic violence: "There was domestic violence between the mother and the father of the youngest child, with the youngest child's father as the perpetrator of the violence." It also states the prior child welfare cases involved "concerns regarding domestic violence between the mother and the father of the younger child."

Is there any mention that the death occurred in a temporary shelter or while homeless?

Is an intellectual disability of the parent/caregiver referenced?

Is the mental health of the parent/caregiver referenced?

The fatality report identifies "the mother's mental health" as one of the concerns in prior child welfare cases: "The children were involved in two prior child welfare cases with concerns regarding domestic violence between the mother and the father of the younger child, the mother's mental health, and the mother's alcohol abuse."

Is a history of arrests or criminal charges for the parent/caregiver referenced?

The fatality report states regarding the older child: "The older child was initially placed with her biological father, but when he became incarcerated she joined her brother in his kinship placement with the custodial aunt." The father of the older child's incarceration predates the fatal incident and is separate from it, constituting prior criminal history for a parent.

Is substance use by the parent/caregiver referenced?

The fatality report identifies "the mother's alcohol abuse" as one of the concerns in prior child welfare cases: "The children were involved in two prior child welfare cases with concerns regarding domestic violence between the mother and the father of the younger child, the mother's mental health, and the mother's alcohol abuse."

Notable Details

Several significant systemic issues are described across the documents. The fatality report identifies that "the children's schools did not report their numerous absences either to child welfare or as truancy. The children had 50 or more absences from school that school year." The 9NEWS article (document 3) elaborates that Dametrious missed 60 days at Ashley Elementary, and despite the school being told the aunt was keeping him home because "He is destroying the house and not listening," no call was made to Human Services. Denver Public Schools attempted to handle it internally with a welfare check where no one answered and no follow-up was requested. Two prior reports about the children were screened out (November 2019, October 2020). The 9NEWS article (document 4) notes a Denver Auditor's audit in March 2023 found inconsistent training for kinship caregivers and that only 263 out of 1,600 children in kinship care in Denver had certified caregivers. After allocation of parental rights was granted in 2017, no additional follow-up was required by DHS under state law. The fatality report also notes that the aunt forced the older sibling to witness the fatal abuse and took both children on a shopping trip to buy the items used to kill the child. A task force was subsequently created to improve mandatory reporting training and law.
